- 1 ½ (14oz). can fire-roasted and chopped tomatoes, no sugar added
- Salt and pepper, to taste
- 2 tablespoons chopped cilantro, or parsley, for garnish
- ¼ cup of water

Assemble all of your ingredients in one place:
Then select the Saute option on the Instant Pot. Add olive oil and after 2 minutes, add the beef and cook until it has browned.
Once the beef has been browned, add onion powder and garlic and cook these until fragrant.
Next, toss in the bell pepper and celery and cook for 3 minutes.
Add in rest of the ingredients; chili powder, paprika, tomatoes, bay leaf, and water. Season to taste with salt and pepper.
